Salary range $90,134 - $112,565 per year (salary is set based upon experience and education)



Under general supervision, manages the daily activities and supervision of staff in the District’s Payroll function; ensures compliance with MPS policies, State and Federal regulations.



  • Supervises and reviews the work of subordinate supervisory and office support staff; trains staff in specific departmental and unit policies and procedures.
  • Evaluates employee performance and effectively recommends employee selection, initial disciplinary action and other personnel activities.
  • Prepares and coordinates production schedules for payroll input and processing in conjunction with master processing schedule and schedules of other departments.
  • Oversees filing of quarterly state and federal tax returns and FICA funds for resident state, as well as other designated states.
  • Oversees entries and clearings of general ledger accounts.
  • Interprets and develops District payroll policies and procedures and ensures compliance with government regulations.
  • Develops internal operating procedures and controls for the processing and distribution of payroll.
  • Oversees dissemination of information and training of District staff regarding payroll policy, procedures and deadlines.
  • Determines storage and record retention needs in accordance with District policies and procedures and state and federal laws and regulations.
  • Oversees fiscal and calendar year-end processing of payroll, including supplemental payrolls, W-2 and other tax forms, and other government-required documentation.
  • Represents district in responding to payroll related court requests and inquiries.
  • Coordinates activities and services with those of other divisions, District departments and governmental agencies to meet the needs, goals and objectives of the unit; assists in setting such goals and objectives.
  • Compiles statistical data and information, maintains various records, and prepares special and periodic reports.
  • Contributes to the overall quality of the unit's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved customer service.
  • Manages assigned staff; assigns tasks, responsibilities, and projects; evaluates performance, resolves workload and technical issues, and assures that goals are communicated and achieved.
  • Works with external auditors as required.
  • Answers inquiries, provides information and resolves complaints from the public or employees regarding payroll and central timekeeping processes, which often requires the use of judgment and the interpretation of policies, rules and procedures.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment 
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis



Bachelor’s Degree in Accounting or Finance


four (4) years of payroll operations and management experience or an equivalent combination of education, training and experience as determined by Human Resources.   


Knowledge of:
  • Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Office management practices and procedures, including records management and the operation of standard office equipment.
  • Research, analysis and project implementation techniques.
  • Applicable laws, regulations and collective bargaining agreements.
  • Principles and practices of payroll and public administration.
  • Use of specified computer applications involving the design and management of databases or spreadsheet files and the development of special report formats; SAP payroll systems.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, often where relations may be confrontational or strained.
  • MPS organization, operations, policies and procedures.

  • Managing payroll operations.

  • Analyzing and resolving payroll issues.
  • Using tact, discretion and prudence in dealing with those contacted in the course of work.
  • Using initiative and independent judgment within established procedural guidelines.
  • Organizing, prioritizing and coordinating work activities, coordinating multiple activities and meeting critical deadlines.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
  • Dealing successfully with the public, in person and over the telephone, often where relations may be confrontational or strained.


LICENSE AND CERTIFICATION REQUIREMENTS  A valid Minnesota State Driver’s License may be required.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT  Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
