SUMMARY
The Executive Director, Research and Planning leads district-wide research, planning, and evaluation efforts under the supervision of the Deputy Superintendent. This role oversees the departments of Research, Evaluation & Assessment (REA), Student Accounting, and Student Placement, and is responsible for monitoring and reporting the strategic plan, conducting long-range planning and program evaluations, and informing key district initiatives with data-driven insight. The Executive Director ensures compliance, accuracy, and strategic alignment across all research and planning functions.
ESSENTIAL FUNCTIONS

· Supervises assigned staff and operations; exercises independent judgment to implement strategic solutions and ensure quality performance.
· Oversees district and state testing programs and evaluation processes to accelerate student achievement and close opportunity gaps.
· Ensures a rigorous, ongoing agenda of instructional program evaluation is conducted and shared with stakeholders.
· Directs development, implementation, and reporting of projects related to policy, student monitoring, and program effectiveness.
· Manages staff performance, assigns priorities, and supports professional development through regular check-ins and evaluation.
· Provides strategic consultation and prepares reports with actionable recommendations for system-level improvement.
· Leads the development and monitoring of the strategic plan, metrics, and associated reporting structures.
· Advises on practices to support short- and long-term student enrollment stability and growth.
· Conducts policy analysis, evaluation of strategic initiatives, and development of data models and studies to support district priorities.
· Monitors department operations and aligns planning efforts with fiscal and strategic goals.
· Analyzes and interprets data, ensuring activities comply with all laws, policies, and standards.
· Interprets state, federal, and district policies to ensure consistent application in planning and evaluation processes.
· Oversees development and maintenance of a district-wide data infrastructure to track performance indicators.
· Collaborates with other departments, agencies, and community organizations to expand impact and adopt best practices.
· Demonstrates professionalism and maintains a positive and respectful workplace environment.
· Promotes the Superintendent’s priorities and maintains strict confidentiality.
· Performs other related duties as assigned to meet the needs of the organization.
MINIMIM QUALIFICATIONS

Education and Experience
· Master’s degree in Mathematics, Statistics, Public Administration, or a related field.
· Five (5) years of experience in research, planning, or evaluation functions.
· Equivalent combinations of education and experience may be considered.
License and Certification
· Valid Minnesota Driver’s License.
· Must maintain all required licenses and certifications in active status without suspension or revocation.

Knowledge of:
· State and federal laws governing educational research, accountability, and assessment.
· Minnesota Department of Education requirements and regulatory standards.
· Strategic planning, financial oversight, grant management, and public sector administration.
· Data infrastructure, SPSS, spatial models, and data visualization tools.
· Recordkeeping, data privacy, and management of confidential student records.
· Software systems used by MPS and statewide agencies for data collection and reporting.

The employee must have the stamina to sit, stand, or walk for extended periods and lift up to 50 pounds.
