SUMMARY

Under limited supervision, leads and directs the operations of the Research and Assessment Department, including MPS executive decision support through data analysis and interpretation.

Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Directs Research and Assessment Department; exercises independent judgement within broad policy guidelines; evaluates and analyzes REA program issues, and recommends and implements solutions.
  • Provides leadership, direction, and guidance in strategies, policy development, and priorities.
  • Directs district- and state- mandated testing and program evaluations to foster accelerated student achievement and the narrowing of achievement gaps by utilization of efficient and valid assessment instruments, evaluation procedures, and data collection and analysis tools; ensures security and performance of part-time external assessor cadre.
  • Leads district and school wide data literacy efforts.
  • Collaborates with other district leaders to advance transformation towards a data-driven organization in which staff use data more effectively in decision-making at all levels, from classroom to Cabinet.
  • Directs Research and Assessment staff; develops priorities and assigns tasks and projects; assures that appropriate and reliable services are provided, and goals are defined and achieved; developed staff skills and training plans, and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, schedules, workload, critical concerns, and technical issues.
  • Conducts special analytical studies, develops and analyzes data sets and statistical models, and develops multi-modal solutions to complex performance issues; prepares detailed technical reports.
  • Compiles, evaluates, and analyzes information, and interprets impact of report results; assures the Research and Assessment activities and procedures are in compliance with all laws, policies, regulations, and standards.
  • Creates and maintains data infrastructure for performance information and achievement indices.
  • Collaborates with other MPS departments, public agencies, and community organizations to expand and improve REA services and best practices for improving student achievement.
  • Oversees technical data analysis, ensuring appropriate techniques used and insight and interpretation is provided along with data.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment 
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis

 

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Master’s Degree in Mathematics, Psychometrics, Statistics, or related field; AND four (4) years of public education research, evaluation, accountability, or assessment experience; OR an equivalent combination of education, training and experience as determined by Human Resources. 

 

Knowledge of:

  • State and Federal laws and regulatory issues governing research, and assessment in public education, including rules and regulations of the Minnesota Department of Education and other governing agencies.
  • Principles and practices of public sector administrative management, including finance, budgeting, purchasing, contract and grant management, customer service and employee supervision
  • Techniques and practices for efficient and cost effective management of resources.
  • Principles and practices of database systems, including computerized data compilation techniques, and statistical and spatial models for computer analysis, including SPSS.
  • Specialized MPS and state agency software applications and procedures.
  • Principles of record keeping, records management, and management of confidential records.
  • Customer service and public relations methods and practices.

 

Skill in:

  • Interpreting, and applying state and Federal statutes, codes, rules, and regulations. Researching, collecting, analyzing, and preparing data and generating reports.
  • Compiling, manipulating, and analyzing database information in a variety of data formats.
  • Compilation, analysis, and presentation of technical and statistical information in reports.
  • Ensuring frequency, depth and format of data analysis and reporting meets MPS decision-makers’ needs.
  • Interpreting technical instructions and analyzing complex variables.
  • Evaluating and assessing data, and making appropriate recommendations.
  • Assessing, analyzing, and identifying problems, and recommending effective solutions.
  • Researching, collecting, analyzing, and preparing data and generating reports.
  • Managing staff, delegating tasks and authority, and evaluating staff performance.
  • Providing effective customer service, and dealing tactfully and courteously with the public
  • Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies
  • Operating a personal computer using standard and specialized software.
  • Communicating effectively verbally and in writing.

 

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Driver’s License may be required. 

 

Bargaining Unit: MAAS l Grade: 76 l Salary Range*: From $106,618 - $133,151 per year l FLSA Status: Exempt

*The salary range is provided by the collective bargaining agreement associated with this position. Actual pay will be based on selected candidates’ experience.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
