SUMMARY

Under general supervision, responsible for continuous improvement of the purchasing activities of MPS, including but not limited to assessment of supply market, cost analyses, identifications and negotiations with suitable suppliers, and the development of a sourcing strategy. Lead MPS enterprise initiatives that achieve Board level mandates and District procurement goals.

  • Develop and execute procurement, strategic sourcing and supply base management strategies. Support executive and strategic level.
  • Support contract development and contract negotiations. Support risk mitigation initiatives.
  • Lead commodity sourcing initiatives with accountability for meeting implementation and cost reduction targets.
  • Support development and implementation of district procurement KPI’s (Key Performance Indicators i.e. Quality, Cost Delivery, Payment Terms, etc.
  • Support department managers and department functional teams in the execution of procurement strategies. Initiate and supervise, where applicable, the process for acquiring all supplies, equipment, and services for MPS through competitive bidding, requests for proposals, or negotiations with suppliers.
  • Propose recommendations to streamline core business processes, minimizing complexity, training effort and data duplication.
  • Provide employee supervision, performance reviews and support employee development.
  • Meets regularly with staff to prioritize tasks, identify problems, and resolve workload issues; evaluates issues, identifies problem areas, and develops solutions; assigns work and evaluates performance; works with employees to correct performance deficiencies.
  • Ensure key stakeholders are engaged in purchasing process. This includes convening user groups to inform decisions on all major district purchases and coordination with key district departments to optimize the contracting and purchasing process.
  • In coordination with the Office of Diversity and Equal Opportunity: develop and administer the process for acquiring supplies, equipment, and services from minority/women-owned and other diverse suppliers through competitive procedures or negotiations with suppliers; and develop relationships with and provide support to minority/women-owned and other diverse suppliers.
  • Develops department budgets and controls expenditures; manages records, scheduling, and payroll reporting.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.

 

MINIMUM QUALIFICATIONS

 

Education, Training and Experience Guidelines

Bachelor Degree in Business Administration, Public Administration, Educational Administration, Business Law, Marketing or equivalent in-depth, specialized training program; AND five (5) years of professional experience in managing a centralized purchasing operation; OR an equivalent combination of education, training and experience as determined by Human Resources.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid Minnesota State Commercial Driver’s License may be required

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
