Director, Preschool Programs

 

SUMMARY:

Under the guidance of the Executive Director of Core Academics, this position leads and manages the operations of the District’s Preschool programs, including planning and Title compliance. Key responsibilities include overseeing program development, budgeting, and staff management, ensuring alignment with K-12 academic programs, and ensuring that all preschool programs adhere to federal, state, and local regulations, as well as MPS policies.

Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Directs Preschool department; exercises judgment within broad policy guidelines; evaluates and analyzes the District’s Preschool program issues, and recommends and implements solutions; provides leadership, direction and guidance in strategies, program development and priorities.
  • Directs the implementation and evaluation of the District’s Preschool program and collaborates closely with the Executive Director of Community Education to ensure alignment of the Preschool program with other early childhood programs, including Early Childhood Screening, Early Childhood Family Education, and Teen Parent Services (TPS); assures the effective allocation and utilization of resources.
  • Works in close collaboration with the Director of Literacy and the Humanities, the Director of Math and Sciences, and the Director of Multi-Tiered Systems of Supports (MTSS) to ensure alignment of learning with Elementary academic standards.
  • Develops strategies, plans and solutions for the District’s Preschool issues and initiatives; under the supervision of the Executive Director of Core Academics, directs the development of budgets, strategies and operational plans; identifies staffing and program needs and priorities; works with Advisory Committees to coordinate plans and respond to community issues.
  • Analyzes operational results and directs the development of solutions for Preschool issues; monitors operations and assures the quality of the services and work products; leads the development of strategic plans and operational solutions that align with MPS goals and fiscal resources in collaboration with the Director of Literacy and the Humanities, and the Director of Math and Sciences.
  • Compiles, evaluates and analyzes information, and manages District’s Preschool program reporting; assures all activities and procedures are aligned to the Early Childhood Indicators of Progress (ECIP) and in compliance with all laws, policies, regulations and standards.
  • Provides advice and assistance on Preschool issues, interprets policies and procedures, and assures the consistent interpretation and application of Federal, state and MPS rules and regulations.
  • Provides consultation on Preschool issues; develops and presents reports on issues and solutions; coordinates meets with parents, advocates and stakeholders to address and resolve community concerns.
  • Assures that quality services are provided, and goals are defined and achieved; develops staff skills and training plans, and conducts performance evaluations; meets regularly with staff to discuss and resolve priorities, schedules, workload, critical concerns and technical issues.
  • Collaborates with other MPS Departments, public agencies and community organizations to expand and improve Preschool  services.
  • Demonstrates courteous and cooperative behavior when interacting with students, families, community members, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment. 
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.


MINIMUM QUALIFICATIONS

To successfully perform job, incumbent must be able to perform each essential duty satisfactorily.  Requirements listed are representative of the knowledge and skills.

 

Education, Training and Experience Guidelines

  • Master’s degree in Education or a related field; AND  
  • A minimum of five (5) years of teaching experience in Preschool programs; OR
  • An equivalent combination of education, training and experience as determined by Human Resources.  

 

Knowledge of:
  • State and Federal laws and regulatory issues governing early childhood Preschool programs, including rules and regulations of the Minnesota Department of Education and other governing agencies.
  • Early Childhood Indicators of Progress (ECIPs).
  • Principles and practices of public sector administrative management, including finance, budgeting, purchasing, contract and grant management, customer service and employee supervision.
  • Techniques and practices for efficient and cost-effective management of resources.
  • State and Federal funding as it pertains to Preschool including, but not limited to, Voluntary Pre-Kindergarten (VPK) , School Readiness, and Title funding.
  • Local community resources, regional community services programs, and regional training programs.
  • Specialized MPS and state agency software applications and procedures.
  • Principles of record keeping, records management, and management of confidential records.

 

Skill in:

  • Directing staff and creating schedules; delegating tasks, and evaluating staff performance.
  • Collaborating across department to ensure alignment and creation of quality programming.
  • Interpreting, and applying state and Federal statutes, codes, rules, and regulations.
  • Reviewing operations and assuring MPS compliance with all applicable laws, regulations, and rules.
  • Assessing, analyzing, and identifying problems, and recommending effective solutions.
  • Researching, collecting, analyzing, and preparing data and generating reports.
  • Providing effective customer service and dealing tactfully and courteously with the public.
  • Establishing and maintaining effective working relationships with co-workers, clients, advocates and representatives from community groups and government agencies.
  • Operating a personal computer using standard and specialized software.
  • Communicating effectively in verbal and written forms.

 

LICENSE AND CERTIFICATION REQUIREMENTS

Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.

 

  • Current State of Minnesota Teaching License Early Childhood Education
  • Current State of Minnesota K-12 Principal’s License
  • Valid Minnesota State Driver’s License
