SUMMARY

Responsible for leading and directing the staff and functions of the Enterprise Systems Division of Information Technology (IT) Services Department; manages the analysis, design, implementation, maintenance, problem resolution, and technical optimization of business applications and database management software in client-server, and Internet/Intranet environments.

Essential duties and responsibilities may include, but are not limited to, the following:

• Manages assigned staff, and assigns tasks, programmatic responsibilities, and projects; evaluates performance, resolves workload and technical issues, and assures that goals are defined and achieved; develops staff skills and training plans, and conducts performance evaluations.

• Manages IT Enterprise Systems Division; exercises independent judgment within broad policy guidelines; evaluates and analyzes IT issues, and recommends and implements solutions; provides leadership, direction and guidance in IT strategies, policy development and priorities.

• Develops solutions for Enterprise System issues; monitors operations and assures the quality of the support services; analyzes operational results and develops action plans.

• Reviews Enterprise Systems operations and designs a technical management strategy to meet operational needs; defines resource requirements, and scope and priorities of projects.

• Develops methods to improve overall management and development of Enterprise Systems; assures effective communication of operational issues; manages system implementation and upgrade projects.

• Manages Enterprise Systems staff, develops priorities, and assigns tasks and projects; evaluates performance and resolves workload and technical issues; assures that appropriate services are provided, and goals are defined and achieved; develops staff skills and training plans; builds a team environment to maintain staff morale and unit cohesiveness.

• Manages all aspects of application and database projects and resources, including SAP Enterprise System, Student Information System and Data Warehouse System.

• Manages web application, student information and SAP technical teams; recommends new technologies and ideas to IT leadership; provides guidance to technical and functional users.

• Manages the design, configuration, deployment and monitoring of SAP application security; leads the development of enterprise application architectures and database management policies and standards.

• Develops solutions to address coordination and integration of technologies, and assure that operational performance, scalability, capacity, and security are aligned with current and future business needs.

• Provides senior-level technical support for IT system users; defines problems, identifies and isolates errors, and implements technical solutions to solve problems.

• Manages and enforces all aspects of system security and confidentiality of records and information; monitors IT systems and identifies security issues and violations of MPS policies and guidelines.

• Manages the creation and maintenance of technical documentation for hardware/software systems.

• Manages long-range technology planning; evaluates current operations and future requirements; researches technology options and IT integration issues and develops solutions.

• Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.

• Maintains absolute confidentiality of work-related issues, records, and MPS information.

• Has access to any and all documents contained on District servers and individual office personal computers. This includes highly confidential documents relating to individual employee private information, and confidential departmental documents, including collective bargaining negotiations. MINIMUM QUALIFICATIONS

To successfully perform job, incumbent must be able to perform each essential duty satisfactorily. Requirements listed are representative of the knowledge and skills.

 

Education, Training and Experience Guidelines

• Bachelor’s Degree in Information Technology, Computer Science, or a closely related field; AND

• Five (5) years of professional Enterprise System management and database administration experience; OR

• an equivalent combination of education, training and experience as determined by Human Resources.

 

Knowledge of:

• Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.

• Principles and practices of technology management, infrastructure system development, and systems integration in a public sector environment.

• Principles and practices of network administration, access and security guidelines, troubleshooting techniques and internet technical knowledgebase services.

• Techniques and practices for efficient and cost-effective management of resources.

• Software applications and operating systems used at MPS, including Microsoft OS and MAC OS.

• Administration and maintenance principles of multiple network operating domains.

• Network topologies and protocols, and enterprise IT applications.

• Enterprise programming languages, including SAP R/3, and dynamic web applications.

• Techniques and procedures for coding, testing and debugging computer software programs.

• Project management planning principles, tools and techniques.

• Principles of confidential records and file management.
