Third-Party Billing Coordinator

The Third-Party Billing Coordinator is responsible for maximizing reimbursement of qualifying school health services provided to students based on IEP driven needs. Establishes and maintains current Third-Party Billing rules and regulations, forms, processes, and files to receive reimbursements for services received.

 

Essential Functions:

Essential duties and responsibilities may include, but are not limited to the following:

  • Performs administrative and record keeping functions that involve significant detail, attention to accuracy and precision in performing the tasks in the prescribed manner required.

A) Oversees the billing process including rate setting, settle-up process, claiming, and remit tracking in conjunction with MDE, DHS, PCG and Minneapolis Public Schools.

B) Creates and maintains special education forms regarding Third-Party Billing (coordinates between PGC and MPS Ed Plan team to promote effective documentation).

C) Executes biweekly claiming and billing calendar duties, data analysis, follow up with any issues, manage new consent, with PCG, MPS team, and DHS.

D) Coordinates, trains, and assists Third-Party Trainers to follow the state and district guidelines set up to effectively bill for personal care assistance services provided by our district SEA staff.

E) Coordinates a team of third-party trainers billing trainers who assist in the supervision of over 500 special education assistants providing personal care assistance to over 1000 students district-wide and in all MPS sites.

F) Provides training and communicates with Special Education Service Providers and Leads (OT, PT, SLP, PCA/SEA, SW, Psychologists, Audiology, Nursing, Interpreters, and special bus transportation) regarding third party billing process including documentation requirements, review of health services data reports, and staff licensure requirements.

G) Maintains and shares a level of professional expertise by attending training at both the state and federal levels to ensure maximum reimbursement is achieved and documentation is audit proof. Continue to implement any state level changes as they occur to comply with all guidelines and rules.

H) When assigned will perform essential duties for the special education department in addition, will cover essential duties for third party reimbursement. 

I) Prepares and reviews documentation required for Third-Party reimbursements. This includes:        

a. Reviews IEP information in EdPlan for all MA eligible special education students to determine qualifying services.

b. Creates, maintains, and coordinates disbursement of consent forms as needed to MPS staff and families. Monthly review of new students who need a consent form signed.

c. Assists PCG to determine student insurance statues; obtains insurance denials as appropriate.

d. Reviews student files for Third-Party Billing inclusive of a signed consent form and a copy of the IEP, eligibility status, time study forms, health services documentation, trip logs, etc. 

e. Coordinates and maintains eligibility lists for providers (OT, PT, SLP, PCA/SEA, SW, Psychologists, Audiology, Nursing, Interpreters and special bus transportation.)

f. Creates and reviews monthly special bus adaptation trip log reports and follows up with staff and other trainers to gain timely documentation.

g. Supports special education projects as needed.

h. Works with special education staff to process district paperwork such as: monitor federally funded staff, review monthly related services reports for documentation and licensing, update policies and forms, and prepare and team for extended school year PCA documentation.

i. Prepare reports to analyze data including financial revenue, PCA documentation, individual PCA trainer data, and consent data.

  •  Prioritizing job assignments and performing work assignments requiring attention to detail, precision, and accuracy.
  •  Applying specialized district software applications used in the maintenance of department/building files and records.
  •  Demonstrating confidentiality.

Minimum Qualifications:

  • Bachelor's degree required; three years of experience in accounting, business, or related fields.
  • Experience with automated accounting systems.
  • Experience with general ledger account code structures.
  • Has extensive knowledge in insurance billing, preferably medical assistance programs.
  • Is familiar with the health services documentation process.

 Preferred Qualifications:

  • Three or more years working in a related position.
  • Holds and maintains current state health care licensure in one of the following MDE licensures in a related service field that currently must log for 3rd party services: (Occupational Therapy, Physical Therapy, Speech-Language Pathology, Nursing (RN), Social Work (Licensed Clinical).
  • Knowledge of Minnesota Department of Education school finance reporting system preferred.
  • Knowledge of Special Education finance.
